FinregE launches five-pillar framework for solvency UK reporting

FinregE, the End-to-End Regulatory Operating System (FinregE ROS), has launched a five-pillar strategic framework designed to move insurers away from treating the latest Solvency UK amendments from the Prudential Regulation Authority (PS 18/26) as mere technical updates.
The proposed agenda warns that viewing these changes as a narrow reporting project invites systemic control failures and instead calls for a response that connects regulatory interpretation directly to data, systems, controls and governance.
With the 31 December 2026 implementation date approaching, the window for impact assessment, build and governance approval is narrowing. FinregE argues that the only viable path forward is for firms to move beyond superficial document comparison and establish a controlled inventory of change mapped directly to their operating models.
“Regulatory reform does not end when the rules are finalised,” said Rohini Gupta, CEO of FinregE. “The real test is whether insurers can translate continuous technical change into accurate data, controlled implementation and clear evidence of compliance. Strategic simplification does not eliminate change management; it raises the standard for how quickly firms can identify, interpret and evidence change.”
The five-pillar approach centres on creating a granular inventory of change linked to specific rules and templates, mapping these requirements to the internal operating model and prioritising actions by operational risk rather than regulatory wording.
For firms operating across borders, the framework emphasises the need for a deliberate divergence matrix to manage UK and EU treatments together, particularly regarding NACE 2.1 classifications. The final pillar demands a rigorous audit trail that records every stage from interpretation to final closure, eliminating the industry’s dangerous dependency on fragmented spreadsheets and email chains.
The company operationalises this strategy for insurers through FinregE ROS. Using its proprietary AI Regulatory Insights Generator (RIG), the system extracts structured obligations from policy statements and links them to internal policies, controls and processes. “This establishes a transparent lineage from the source text to the reported outcome, ensuring that every figure is supported by a defensible audit trail,” Gupta added. “For cross-border firms, the system manages parallel classification schemas via automated crosswalks, reducing the dual-reporting window from quarters to days.”
