DIFC embeds AI across regulation, operations in FinTech push

Dubai International Financial Centre (DIFC) has announced plans to become the world’s first AI-native financial centre, embedding artificial intelligence across its legal, regulatory and operational infrastructure.

The initiative has positioned DIFC to integrate AI at a foundational level, spanning legal frameworks, business operations, talent development and physical infrastructure. Unlike incremental adoption seen in other financial hubs, the Centre has aimed to incorporate AI into its core operating model.

Essa Kazim, Governor of DIFC, said, “DIFC’s evolution into the world’s first AI-Native financial centre marks a defining step in Dubai’s ascent as a global capital for the future of finance. As artificial intelligence reshapes the international financial landscape, this initiative reinforces Dubai’s role in setting new standards for innovation, trust and competitiveness. In line with the Dubai Economic Agenda D33, it underscores our commitment to building a resilient, forward-looking economy and positioning the Emirate at the forefront of responsible AI adoption in financial services worldwide.”

DIFC began building this strategy in 2023 with a five-year roadmap, alongside updates to data governance and the introduction of AI provisions within its Data Protection Law. AI has already been deployed in areas such as compliance and client management.

The programme is expected to generate $3.5 billion in economic value and create 25,000 jobs, supported by DIFC’s relatively flexible regulatory environment and digital infrastructure. The Centre has also outlined plans to provide financial firms with access to advanced AI tools and to export governance frameworks and talent to global markets.

As part of the rollout, DIFC will establish governance standards covering AI agents and robotics, while embedding AI into financial services delivery and enterprise workflows. A full-stack AI Campus is also planned, combining regulation, training and compute capabilities.

By 2030, the Centre expects to integrate AI into its physical environment, including intelligent buildings, robotics and autonomous systems.
