Mollie taps Form3 for EU payee verification compliance

UK-based payments infrastructure provider Form3 has implemented a Verification of Payee (VoP) solution for European payments service provider Mollie, enabling the FinTech to meet new EU regulatory requirements aimed at reducing payment fraud.

The deployment allows Mollie to comply with the European Union’s forthcoming VoP mandate, which requires payment service providers to verify the name of a payee against account details before a transfer is executed. The measure is designed to curb misdirected payments and authorised push payment (APP) fraud, an area of increasing regulatory focus across European markets.

Form3 said its cloud-native platform enabled Mollie to meet the compliance deadline within a limited implementation window, while maintaining the ability to scale as transaction volumes grow. The VoP capability runs on the same infrastructure that supports high-volume account-to-account payment flows across the UK and Europe.

The move reflects a broader industry shift as banks and FinTechs accelerate investments in fraud prevention and regulatory compliance technology. In addition to VoP, financial institutions operating in the EU are preparing for the Digital Operational Resilience Act (DORA), which introduces stricter requirements around ICT risk management and third-party oversight. Form3 positions itself as a critical third-party provider aligned with these resilience standards.

For Mollie, the partnership forms part of a wider effort to strengthen merchant protection as European regulators tighten oversight of payment security. Mollie joins a client base at Form3 that includes FinTechs such as Klarna, GoCardless and SumUp, alongside Tier 1 banks including Barclays, JP Morgan and Lloyds. The latest implementation underscores the growing role of third-party cloud infrastructure providers in helping European payment firms navigate an increasingly complex regulatory environment while maintaining operational scale.
