FinregE has launched a new expert guide aimed at helping financial institutions strengthen regulatory horizon scanning and prepare for evolving compliance requirements before they become legally binding.

The publication, Regulatory Horizon Scanning: Proactive Compliance in 2026, has presented a structured framework to help organisations identify emerging regulatory developments earlier, reducing implementation delays and improving operational readiness. The guide has argued that businesses relying on compliance only after new rules take effect face higher implementation costs, increased operational disruption and reduced strategic flexibility.
The framework has introduced a seven-step horizon scanning methodology designed to identify early regulatory signals from draft legislation, policy consultations and supervisory guidance. By converting these developments into structured business intelligence, organisations can assess potential impacts, allocate resources earlier and update policies before regulations come into force.
The guide has also highlighted the growing role of artificial intelligence in regulatory monitoring. FinregE has advocated a human-in-the-loop approach, where AI performs large-scale regulatory scanning and summarisation while compliance specialists remain responsible for legal interpretation, governance and risk decisions.
